Ioulia has graduated from the Moscow State Institute of International Relations (MGIMO-University) with a Masters Degree in Public Relations. She studied at the Faculty of International Information with such major subjects as International Information Processes, Media Studies and International Affairs. At present Ioulia is doing a Ph.D. programme (candidate of historical sciences). Her topic of interest is the Internet on the agenda of contemporary international relations, especially the Internet as a new subject scope for international organizations activities. She also focuses on the Internet as an effective public information tool in the work of international organizations.

Ioulia is currently employed at the Vienna International Centre Library, serving the information needs of the UN organizations in Vienna, Austria, as Electronic Media Liaison.
